Paris Pact Expert Working Group (EWG) meeting on Precursors was held in a hybrid format on 28-29 October 2021 in Vienna. The event brought together over 100 delegates including senior level representatives and experts from 34 Member States and 11 international and regional organisations. The Expert Working Group meeting was directly related to the Pillar III of the Vienna Declaration on Preventing diversion of precursor chemicals used in illicit opiates manufacturing in Afghanistan, adopted at the Third Ministerial Conference of the Paris Pact Partners in 2012, which serves as the roadmap for the Partnership.
 
In her opening address, Ms. Jagjit Pavadia, President, International Narcotics Control Board (INCB) underlined INCB’s continued commitment to Paris Pact Initiative and recalled Board’s view of the Paris Pact expert group meetings as a unique opportunity to exchange information about the precursors trafficking situation in respective countries, any changes in modi operandi used by traffickers, as well as key challenges encountered.
 
The participants reviewed existing gaps, difficulties, and challenges as well as prospective operational actions in the areas related to precursors. Delegates took stock of the recommendations adopted at the last EWG meeting on precursors in Shanghai in November 2019 and agreed on nine specific priority recommendations emanating from the discussions, to be reviewed for endorsement at the 15th Policy Consultative Group Meeting (PCGM) on 15-16 November 2021, in Vienna.
