The Paris Pact Expert Working Group on Cross-border Cooperation met in Vienna from 17 to 18 April 2024, under the auspices of the Organization for Security and Co-operation in Europe (OSCE) Secretariat. The event had 115 attendees from 30 countries and ten international and regional organizations, with both in-person and virtual participation.
The main focus of the meeting was to comprehensively examine current trafficking trends and challenges along the Afghan drug trafficking routes and identify ways in which cross-border cooperation could be further improved to make countermeasures more targeted and impactful. Delegates shared insights into recent efforts to stop illicit drug flows and discussed the priorities outlined in the previous meeting's recommendations. Together, they agreed on eight key recommendations to guide future collaborative action.
This gathering was particularly significant for Pillar I of the Vienna Declaration, adopted at the 2012 Third Ministerial Conference of the Paris Pact Partners. Since then, it has set the direction for Phase IV of the Paris Pact Initiative and its efforts in shaping global strategies to tackle drug trafficking originating in Afghanistan.
