Paris Pact Expert Working Group (EWG) on Precursors was held on 13-14 June 2023, in Sofia, Bulgaria (hybrid).

The event was attended by over 140 participants, representing 34 countries and ten international and regional organisations.

The participants reviewed the latest trends, existing gaps and challenges, and shared their recent operational actions in tackling the illicit drugs and their precursors along the main drug trafficking routes from Afghanistan. Delegates took stock of the recommendations adopted at the last EWG meeting on precursors and agreed on 10 specific priority recommendations to guide prospective new operations. The recommendations will be reviewed for endorsement at the 17th Policy Consultative Group Meeting (PCGM) planned to be convened on 11-12 December 2023, in Vienna.

This Expert Working Group meeting was hosted by the General Directorate Combating Organized Crime of the Ministry of Interior of the Republic of Bulgaria. The event was directly related to the Pillar III (Prevention of Diversion of Precursor Chemicals) of the Vienna Declaration, adopted at the Third Ministerial Conference of the Paris Pact Partners in 2012, which serves as the roadmap for the Paris Pact Initiative.
