Paris Pact Expert Working Group (EWG) meeting on Illicit Financial Flows was held in a hybrid format on 7-8 October 2021 in Vienna. The event brough together over 150 delegates - senior level representatives from law enforcement and prosecutorial agencies as well as financial intelligence units - representing 36 Member States and 12 international and regional organisations. The Expert Working Group meeting was directly related to the Pillar II of the Vienna Declaration on Detecting and blocking financial flows linked to illicit traffic in opiates originating in Afghanistan, adopted at the Third Ministerial Conference of the Paris Pact Partners in 2012.

The participants reviewed existing gaps and challenges and identified necessary operational actions for countering illicit financial flows, with a particular focus on the risks of the illicit use of virtual assets, and asset recovery.

Delegates took stock of the earlier adopted recommendations and agreed on four specific priority recommendations emanating from the discussions. All documents and discussion points will be further reviewed and endorsed at the 15th Policy Consultative Group Meeting (PCGM), scheduled to be organized on 15-16 November 2021, in Vienna.
