Paris Pact Questionnaires

The Questionnaires have been developed specifically for the Paris Pact Initiative. By completing the documents, Paris Pact partners will be contributing to the formation of baseline information on the implementation of the Vienna Declaration as mandated by Commission on Narcotic Drugs resolution 56/3.

These data collection tools allow UNODC through the Paris Pact Coordination Unit to start building a more accurate picture of efforts by Paris Pact partners in combatting illicit traffic and consumption of opiates originating in Afghanistan, particularly in priority regions. Findings will be embedded into future Paris Pact Reports and will be used by the Policy Consultative Group Meeting to guide the design of future Expert Working Groups as appropriate.

The questionnaires are intended to complement annual questionnaires distributed by UNODC (in particular the Annual Report Questionnaire ARQ), the International Narcotics Control Board and other bodies, and contribute to the institutionalized data collection process led by UNODC.
 
The questions contained in this survey refer specifically to activities carried out between January 2013 to December 2014.




 
QUESTIONNAIRE ON PILLAR I OF THE VIENNA DECLARATION:
STRENGTHENING AND IMPLEMENTING REGIONAL INITIATIVES
TO COMBAT ILLICIT TRAFFIC IN OPIATES ORIGINATING IN AFGHANISTAN


Building on the ARQ, this questionnaire seeks information about cross-border cooperation interventions (including land, air and sea), policies and related infrastructures that exist in Paris Pact partner countries geared towards tackling the opiates menace.

QUESTIONNAIRE ON PILLAR III OF THE VIENNA DECLARATION:
PREVENTING THE DIVERSION OF PRECURSOR CHEMICALS
USED IN ILLICIT OPIATES MANUFACTURING IN AFGHANISTAN


Building on the ARQ and INCB's annual questionnaires, this document seeks information about inter-regional coordination interventions, policies and related infrastructures that exist in Paris Pact partner countries geared towards combatting the diversion of chemical precursors to Afghanistan for use in the illicit manufacture of opiates. Furthermore, it addresses activities undertaken by governments aimed in particular at preventing the diversion and/or smuggling of precursor chemicals used in heroin production.

QUESTIONNAIRE ON PILLAR IV OF THE VIENNA DECLARATION:
REDUCING DRUG ABUSE AND DEPENDENCE THROUGH A COMPREHENSIVE APPROACH

 
Building on the International Standards on Drug Use Prevention, which utilize a scientific evidence-based approach, this questionnaire seeks information about preventive interventions, policies and supportive infrastructures existing in Paris Pact partner countries. The responses will create an overview of the national prevention system in respective countries, focusing on the availability, coverage and evaluation of interventions and policies to prevent drug use.

No questionnaire was developed for Pillar II of the Vienna Declaration (Illicit Financial Flows) to avoid any duplication of efforts with regard to UNODC's Tashkent Questionnaire process (Orange Paper of the Rainbow Strategy) on lessons learned, methods used and challenges faced by partners and affected countries in dealing with financial flows linked to the illicit production and trafficking of Afghan opiates.
 
In order to obtain an accurate nationwide picture, partner countries are asked to distribute the questionnaires to all relevant national agencies, and to compile a single consolidated response based on their replies. It is recommended that the respective Paris Pact Focal Point, as nominated by partner countries, supports the necessary consolidation process.
